\u7684\u57f7\u884c\u4e3b\u4efbMilligan\u5c07\u5176\u6b78\u548e\u65bc\u91ab\u7642\u670d\u52d9\u65b9\u9762\u7684\u7a2e\u65cf\u4e0d\u5e73\u7b49\u3002\u4ed6\u8aac\uff0c\u70ba\u6539\u8b8a\u4e0d \u5e73\u7b49\u73fe\u72c0\uff0c\u4e00\u4e2a\u7531\u591a\u65cf\u88d4\u793e\u5340\u7d44\u7e54\u7d44\u6210\u7684\u806f\u76df\uff0c\u6b63\u722d\u53d6\u5728\u963f\u62c9\u5df4\u99ac\u5dde\u6bcf\u5341\u5e74\u4e00\u6b21\u7684\u9078\u5340\u91cd \u7372\u5f97\u516c\u5e73\u7684\u4ee3\u8868\u6b0a\uff0c\u800c\u9078\u5340\u91cd\u5283\u5728\u5176\u4e2d\u8d77\u95dc\u9375\u4f5c\u7528\u3002<\/p>\n<p>\u57289\u67081\u65e5\u52309\u670815\u65e5\u671f\u9593\uff0c\u5dde\u7acb\u6cd5\u6a5f\u69cb\u7684\u91cd\u65b0\u5206\u914d\u59d4\u54e1\u6703\u6b63\u5728\u5168\u5dde\u7bc4\u570d\u5167\u8209\u884c\u807d\u8b49\u6703\uff0c\u5c31 \u5982\u4f55\u6839\u64da2020\u5e74\u4eba\u53e3\u666e\u67e5\u6578\u64da\u91cd\u65b0\u5283\u5206\u570b\u6703\u548c\u5dde\u9078\u5340\u908a\u754c\u5fb5\u6c42\u516c\u6c11\u7684\u610f\u898b\u3002\u91cd\u5283\u7684\u9078\u5340 \u5730\u5716\uff0c\u6703\u5f71\u97ff\u672a\u4f8610\u5e74\u5167\u806f\u90a6\u548c\u5dde\u7684\u8cc7\u91d1\u548c\u8cc7\u6e90\u5206\u914d\u7d66\u793e\u5340\u7684\u65b9\u5f0f\u3002<\/p>\n<p>\u7c73\u5229\u6839\u8a8d\u70ba\uff0c\u5e7e\u4ee3\u4eba\u90fd\u5728\u63a8\u52d5\u963f\u62c9\u5df4\u99ac\u5dde\u7684\u50b3\u7d71\u5c11\u6578\u65cf\u88d4\u4eba\u53e3\u7372\u5f97\u66f4\u5927\u4ee3\u8868\u6027\uff0c\u800c\u65e5\u76ca\u589e \u9577\u7684\u4eba\u53e3\u591a\u6a23\u6027\u4ee3\u8868\u8457\u9019\u4e00\u52aa\u529b\u7684\u4e00\u4e2a\u8f49\u6a5f\u3002\u5728 8 \u6708 26 \u65e5\u7684\u7dab\u4e0a\u65b0\u805e\u7c21\u5831\u6703\u4e0a\uff0c\u7c73\u5229\u6839 \u5831\u544a\u4e862020\u5e74\u7684\u4eba\u53e3\u666e\u67e5\u6578\u64da\uff0c\u8868\u660e\u963f\u62c9\u5df4\u99ac\u5dde\u5728\u65e5\u76ca\u591a\u5143\u5316\u3002\u81ea 2010 \u5e74\u7684\u4eba\u53e3\u666e\u67e5 \u4ee5\u4f86\uff0c\u767d\u4eba\u4eba\u53e3\u6709\u6240\u6e1b\u5c11\uff0c\u4f46\u5728\u6578\u91cf\u4e0a\u4ecd\u662f\u4e3b\u6d41\uff0c\u5360 61%\u3002\u7b2c\u4e8c\u5927\u65cf\u88d4\u7fa4\u9ad4\u975e\u88d4\u7684\u6bd4\u4f8b \u7565\u6709\u4e0b\u964d\uff0c\u4f46\u5176\u7d76\u5c0d\u898f\u6a21\u589e\u52a0\u4e864.3\u842c\u3002\u62c9\u4e01\u88d4\u548c\u4e9e\u88d4\u4eba\u53e3\u6b63\u52a0\u901f\u589e\u9577\u3002<\/p>\n<p>TOPS (The Ordinary People Society\uff0c\u8b6f\uff1a\u5e73\u6c11\u5354\u6703) \u7684\u57f7\u884c\u4e3b\u4efbRodreshia Russaw\u8a8d \u70ba\uff0c\u963f\u62c9\u5df4\u99ac\u5dde\u7684\u975e\u88d4\u7f8e\u570b\u4eba\u5e77\u4e0d\u662f\u5f88\u719f\u6089\u91cd\u5283\u9078\u5340\u7684\u904e\u7a0b\u3002\u5979\u6c7a\u5fc3\u201c\u8b93\u963f\u62c9\u5df4\u99ac\u4eba\u4e86\u89e3 \u5176\u904e\u7a0b\u91cd\u8981\u6027\uff0c\u4e86\u89e3\u5176\u662f\u600e\u6a23\u5728\u6240\u6709\u5c64\u9762\u5f71\u97ff\u4eba\u5011\u7684\u751f\u6d3b\u8cea\u91cf\u201d\u3002<\/p>\n<p>Russaw\u8a8d\u70ba\uff0c\u88ab\u76e3\u7981\u8005\u53d7\u5230\u7684\u5f71\u97ff\u6700\u5927\uff0c\u56e0\u70ba\u4ed6\u5011\u5e7e\u4e4e\u6c92\u6709\u4efb\u4f55\u5f62\u5f0f\u7684\u653f\u6cbb\u7c4c\u78bc\u3002\u4e0d\u904e \u9019\u7a2e\u60c5\u6cc1\u6b63\u5728\u6539\u8b8a\u3002TOPS \u8207\u806f\u76df\u7d44\u7e54\u4e00\u9053\uff0c\u6210\u529f\u9818\u5c0e\u4e86\u4e00\u5834\u634d\u885b\u56da\u72af\u9078\u8209\u6b0a\u7684\u6597\u3002TOPS\u6b63\u5728\u958b\u5c55\u6d3b\u52d5\uff0c\u4ee5\u7d42\u6b62\u57fa\u65bc\u76e3\u7344\u7684\u5091\u5229\u8811\u8788\u5f0f\u5206\u5340\u3002<\/p>\n<p>Russaw\u89e3\u91cb\u8aac\uff0c\u963f\u62c9\u5df4\u99ac\u5dde\u5df2\u7d93\u7cfb\u7d71\u6027\u5730\u5c07\u76e3\u7344\u5b89\u7f6e\u5728\u66f4\u591a\u7684\u8fb2\u6751\u767d\u4eba\u5730\u5340\u3002\u7531\u65bc\u5728\u5206
